In order to thoroughly implement the work requirements of the implementation plan for 2023 "Patent Transformation Yanzhao Travel" (Hebei Jianfa (2023) No. 96) and further improve the patent transfer and transformation service capability of the intellectual property operation service platform in our province, on August 31, the joint meeting of Hebei Province 2023 intellectual property Operation Service Platform was held in the science and Technology Center. Yin Jifeng, Director of the Application Promotion Department of Hebei Province Market Supervision Administration, Li Pingping, deputy director and other leaders attended, and more than 30 people including the Hebei Intellectual Property Operation Center and various intellectual property operation service platform cultivation units were mainly responsible for comrades.

The meeting summarized and reported the development of the phased work of each platform in 2023, discussed and exchanged the difficulties and coping mechanisms of each platform, and arranged and deployed the key work of patent transformation in the next stage. The meeting stressed that it is necessary to earnestly implement the spirit of the Party's twenty congresses and the relevant deployment of the Party Central Committee on intellectual property work, actively adapt to the new tasks and new requirements of intellectual property work in our province, give full play to the promoting role of the "one core, three bases and multiple platforms" patent transfer and transformation system, adhere to government guidance, and serve the main body of innovation.

At the meeting, Zhao Ying, deputy dean of the Institute of Science and Technology Development of Hebei University of Science and Technology and Secretary general of Hebei University Intellectual Property Application Alliance, reported the work of Hebei Province and Beijing-Tianjin-Hebei University intellectual property application Alliance.

Director Yin Jifeng put forward requirements for the next stage of key work, to take the opportunity of "patent transformation Yanzhao Line" in 2023, and join forces to form the backbone of patent transformation Yanzhao, and broaden the patent supply and demand channels for small, medium-sized and micro enterprises. Comprehensive integration of resources, through the patent transaction, value assessment, technical analysis, information mining, industrial support and other service functions, to drive the creation, application, protection of intellectual property rights in an all-round way to promote the province's intellectual property work to a new level.

The successful holding of this joint conference not only helps to improve the patent conversion service capacity of each platform, but also has great significance for strengthening the coordinated development of patent transformation work in Beijing, Tianjin and Hebei and the promotion and implementation of open license pilot work, which will strengthen the patent conversion rate and implementation efficiency of innovative subjects and empower the intellectual property work to create a new situation.

Since 2023, the Hebei Intellectual Property Operation Center has actively collected and stored "sleeping patents" in universities and research institutes in Beijing, Tianjin and Hebei, and actively carried out a series of diversified activities such as special lectures, matchmaking meetings, symposia, one-to-one checking of enterprises, and pledge financing services throughout the province. Focus on building an intellectual property ecosystem that "promotes the transformation of patent achievements, deepens the integration of financial capital, and promotes industrial innovation and development". It will strongly support the innovative development of small and medium-sized enterprises and inject new momentum into the high-quality economic development of Hebei Province.
