I.Definition 

        The cultivation environment includes the external policy environment and internal environment of the innovation entity; the cultivation personnel includes R&D personnel, IP managers, patent consultants, patent agents and patent examiners; the cultivation resources include financial investment, intelligence resources, information technology platforms, etc. Resources for cultivation include financial investment, intelligence resources, information platform, etc. 

II.Project objectives 

        The project implementation period is 2 years. Through the implementation of this project, enterprises are encouraged to strengthen the integration and collaboration with universities, research institutes and service institutions, focus on promoting the cultivation of high-quality patents in the fields of advanced equipment manufacturing, biomedicine and health, carry out the forward-looking layout of intellectual property rights, and vigorously enhance the innovation capability of enterprises.

VI.Purpose of incubation 

(1) Protecting core technology-building a tight patent network around core technology, increasing the difficulty of circumventing design and R&D costs of competitors; 

(2) Gaining a first-mover advantage-forward-looking patent layout based on the direction of technological development; 

(3) Counter competitors-lay out targeted patents around the focus of competition, forming a patent pen code that has a countervailing or restraining effect on competitors.
